2001 Award Recipient

Each year, UCOWR recognizes individuals who have made outstanding contributions to the Organization and names them as “Friends of UCOWR.”  The 2001 Friend of UCOWR is: Charles W. Howe, University of Colorado at Boulder.  Dr. Howe was named a Friend for his continued support of UCOWR and for his support of water related projects at the regional, state, and national level.

Dr. Howe is Professor Emeritus of Economics and a member of the professional staff, Environment and Behavior Program, Institute of Behavioral Science, University of Colorado-Boulder – a program he directed for 12 years. His undergraduate training was at Rice University (1952) and he completed his Ph.D. in Economics at Stanford in 1959 after serving in the Navy in Korea. Before moving to Colorado, he was Associate Professor of Economics at Purdue University, Director of the Water Resources Program at Resources for the Future and on the field staff of the Rockefeller Foundation in Nairobi, Kenya.

His books include Benefit-Cost Analysis for Water System Planning (AGU, 1971), Natural Resource Economics (John Wiley, 1979), and Management of Water Projects (OECD, 1985). Recent articles include “Protecting Public Values in a Water Market Setting…” (University of Denver Water Law Review, 2000); “The Interstate Compact as a Water Allocation Mechanism…” (American Journal of Agricultural Economics, 2000, with Lynne Lewis and James Shope); and the editing of the special issue of Water Resources Update: Reflections on a Century of Water Science and Policy (Water Resources Update, 2000).

He is a Fellow of the American Geophysical Union and recipient of the AWRA Icko Iben Award.
